SMIS is a PEAC-Certified, ESC-Participating Junior High School
The Educational Service Contracting (ESC) Program is a government assistance program of the Department of Education (DepEd) that provides tuition subsidies to eligible incoming Grade 7 learners who enroll in participating private Junior High Schools.
Under the revised E-GASTPE guidelines, ESC prioritizes eligible learners according to prescribed social-equity, school-origin, and household-income classifications. The Program supports access to private Junior High School education as part of the government's public-private complementarity framework.

St. Mark Integrated School (SMIS) is a PEAC-certified, ESC-participating Junior High School. SMIS implements the ESC Program in accordance with applicable DepEd and PEAC requirements, including applicant screening and verification, documentation, ESC IMS processing, billing, certification, monitoring, and quality assurance.

ESC Grant at SMIS
₱13,000 Applicable ESC Grant
For eligible and approved ESC grantees enrolled at SMIS, the applicable ESC grant is ₱13,000, subject to DepEd rules and the learner's approved ESC status.
The amount of the ESC grant is based on the location of the participating Junior High School. Under DepEd Order No. 011, s. 2026, the applicable grant amounts are:
The subsidy amount received beginning in Grade 7 remains the same throughout its four-year term. If the total school fees declared by the School in the ESC IMS are lower than the applicable ESC grant, the amount payable is limited to the total declared school fees. Subsidy values remain subject to review and adjustment in accordance with DepEd rules.
IMPORTANT: Submission of an ESC application does not automatically guarantee approval, an ESC slot, or entitlement to the subsidy.
For eligible and approved ESC grantees enrolled at SMIS, the applicable ESC grant is ₱13,000, subject to DepEd rules and the learner's approved ESC status.
The amount of the ESC grant is based on the location of the participating Junior High School. Under DepEd Order No. 011, s. 2026, the applicable grant amounts are:
- ₱13,000 — Schools in the National Capital Region (NCR)
- ₱11,000 — Schools in Highly Urbanized Cities outside NCR
- ₱9,000 — Schools in all other locations

Grade 7 is the Entry Point for ESC
The ESC application is for eligible learners entering Grade 7.
Once approved, an ESC grantee may continue receiving the subsidy through Grades 7, 8, 9, and 10, subject to the applicable continuation and retention requirements.
Current ESC grantees generally do not submit a new Grade 7 ESC application each school year. Instead, their grants continue subject to promotion, continued enrollment in an ESC-participating Junior High School, validation, and compliance with applicable DepEd and PEAC requirements.
Once approved, an ESC grantee may continue receiving the subsidy through Grades 7, 8, 9, and 10, subject to the applicable continuation and retention requirements.
Current ESC grantees generally do not submit a new Grade 7 ESC application each school year. Instead, their grants continue subject to promotion, continued enrollment in an ESC-participating Junior High School, validation, and compliance with applicable DepEd and PEAC requirements.
Who May Apply for Grade 7 ESC?
A learner may be considered for ESC if the learner:
Learners who are not Filipino citizens, reside or study outside the Philippines, or enroll in a non-ESC-participating school are not eligible for ESC.
Eligibility does not by itself guarantee an ESC grant. Approval remains subject to the prescribed prioritization rules, screening and verification, and the availability of ESC slots.
- is a Filipino citizen;
- is residing and studying in the Philippines;
- has completed Grade 6 or holds an equivalent qualification recognized under the ESC guidelines;
- will enroll as an incoming Grade 7 learner in an ESC-participating Junior High School;
- satisfies the applicable eligibility criteria prescribed by DepEd; and
- submits complete, accurate, authentic, and verifiable documentary requirements within the prescribed period.
Learners who are not Filipino citizens, reside or study outside the Philippines, or enroll in a non-ESC-participating school are not eligible for ESC.
Eligibility does not by itself guarantee an ESC grant. Approval remains subject to the prescribed prioritization rules, screening and verification, and the availability of ESC slots.
Grade 7 ESC Applicant Categories
Applicants are prioritized sequentially from Category A through Category D.
Category A — Priority Social Equity Groups
Grade 6 graduates, except ALS applicants, belonging to applicable Social Equity Groups, including:
Category A receives first priority.
Category B — Public School Grade 6 Graduates
Grade 6 graduates from public schools, except ALS learners, belonging to poor through middle-middle income households.
Within Category B, priority is given to Grade 6 graduates coming from congested public schools or residing in areas with congested public schools at the Schools Division Office level.
Category C — ALS A&E / PEPT Passers
Grade 6 passers of the ALS Accreditation and Equivalency (A&E) Test or Philippine Educational Placement Test (PEPT) belonging to poor through middle-middle income households.
Category D — Private School Grade 6 Graduates
Grade 6 graduates from private schools belonging to poor through middle-middle income households.
Order of Priority
Applications are processed according to the following sequence:

Within the applicable categories, learners belonging to poorer households receive priority over learners belonging to higher eligible household-income classifications in accordance with the income classifications adopted under the guidelines.

SMIS Grade 7 ESC Application Period
SMIS Submission Deadline: September 30, 2026
Complete requirements must be submitted on or before September 30, 2026, or such earlier date as may subsequently be announced by SMIS when necessary to comply with the applicable DepEd or PEAC implementation timeline.
The School establishes its internal submission period to provide sufficient time for documentary review, verification, School Committee evaluation, and required processing.
The official ESC implementation timeline is subject to DepEd issuance. Accordingly, SMIS may adjust its internal deadline when necessary to comply with official DepEd or PEAC requirements. DepEd Order No. 011, s. 2026 provides that an official implementation timeline shall be issued separately.

ESC Slot Allocation and Prioritization
The number of approved Grade 7 ESC applicants cannot exceed the ESC slots allocated to SMIS.
Eligible applicants are prioritized according to the prescribed:

If SMIS requires additional ESC slots beyond its existing allocation, the School may request additional slots through the prescribed ESC IMS process. Approval remains subject to DepEd discretion and availability of funds.
SMIS may identify potential grantees for requested additional slots only when those learners meet the eligibility criteria established by DepEd. An eligible learner awaiting approval of an additional slot is not guaranteed an ESC grant unless DepEd officially approves the additional allocation.
The SMIS ESC School Committee cannot waive, replace, or create exceptions to the eligibility categories prescribed by DepEd.

Unless otherwise permitted by DepEd under prescribed circumstances, disapproved applications shall no longer be entitled to remedy, appeal, or reapplication.

Applicants shall be informed of the results and, when applicable, the next steps required for ESC processing.
Applicants determined to be ineligible shall receive written notice specifying the reason for disapproval.

Grounds for Termination of an Existing ESC Grant
An existing ESC grant may be terminated when the grantee:
- drops out without a valid reason recognized under the guidelines;
- fails to be promoted to the next grade level;
- receives a disciplinary suspension exceeding two weeks;
- is dismissed or expelled following due process;
- fails to re-enroll for the succeeding school year without valid justification;
- transfers to a non-ESC-participating private Junior High School; or
- transfers to a public Junior High School.
